What is an ATA Carnet?
An ATA Carnet is an internationally recognised customs document that lets you take goods temporarily into participating countries and bring them back without paying import duty or tax at each border. It is valid for up to 12 months from the date of issue and can cover multiple countries and multiple trips within that period.
It works as a financial guarantee, standing in for the deposits or bonds customs authorities would otherwise require in each country you enter. Provided the goods are re-exported within the validity period and the carnet is stamped correctly, no duty or tax becomes payable.
For a business that travels regularly with the same equipment, the saving in administration alone usually outweighs the cost of the carnet.
What Can Travel on an ATA Carnet?

Important Note on Common Trade Movements
ATA Carnets are strictly for temporary export and re-import of goods, they cannot be used for goods that will be sold, consumed, modified or permanently transferred abroad. RENSAT can advise before you begin the application process.

If your shipment is travelling by road through UK ports to EU e.g. Dover, Calais & other routes you will still need a GVMS reference to board on the UK side and an ELO envelope on the French side.
We arrange the Carnet in the UK and the GVMS, PBN and ELO filings that go with it so there is a single point of contact for the whole movement rather than a carnet from one supplier and border paperwork from another.
Digital Carnet Services
Digital ATA Carnets are now being introduced for travel involving the European Union, Norway and Switzerland. RENSAT helps businesses transition from traditional paper carnets to Digital ATA Carnets (eATA), helping with the right documentation and digital travel details are in place before goods reach the border.
Important: Travelling Through Calais
Businesses travelling through Calais should pay particular attention to the digital carnet requirements.
For carnets issued after 1 June 2026, where all countries included in the carnet are participating in the digital carnet system, Calais Port requires the digital carnet process to be used. Drivers should therefore have their digital travel details and relevant QR codes created and available before travelling.
During the transition period, a paper carnet may still be required as a backup, so businesses should ensure both digital and backup documentation are prepared where applicable.

How long is an ATA Carnet valid for?
Up to 12 months from the date of issue. Within that period you can make as many trips as the carnet has vouchers for, to any of the countries listed on it. It cannot be extended beyond 12 months, a replacement carnet is needed instead.
Which countries accept an ATA Carnet?
Most of the world’s major trading nations, including the EU as a single territory, the United States, Canada, Japan, China, India, the UAE and Australia. Membership changes, so we confirm your specific destinations before the application goes in.
What happens if the goods do not come back?
The guarantee is called in, and the duty and tax that would have been payable in that country become due, usually with a penalty. If you know before you travel that something is staying abroad or being sold, tell us, it can be handled with a separate import & export declaration at the time, which costs far less than settling a claim afterwards.
Can I add items to a carnet after it has been issued?
No. The goods list is fixed at issue. Anything not on the list travels outside the carnet and needs its own customs treatment. This is why we spend time on the list at the start rather than working from a rough inventory.
Do I still need a GVMS reference or an ELO envelope if I have a carnet?
Yes. A carnet covers the customs status of the goods, not the movement of the vehicle. Road freight through Dover and Calais still needs a GVMS reference on the UK side and an ELO envelope on the French side. We arrange these alongside the carnet.
Can I use an ATA Carnet for goods I intend to sell?
No. Carnets are strictly for goods going out and coming back in the same condition. Anything being sold, consumed, given away or permanently left abroad needs a standard export and import declaration.
What happens if the carnet is not stamped correctly at a border?
An unstamped or incorrectly stamped voucher can mean the carnet cannot be discharged, and the guarantee is claimed against even though the goods came home. It is usually recoverable with the right evidence, but it takes time. We brief whoever is travelling on exactly what has to be stamped and when, and we are contactable during the trip if an officer queries something.
Can I temporarily take my private car to Europe using an ATA Carnet?
An ATA Carnet is not normally required where personal vehicles are transported to Europe for private use. If you are traveling with your personal vehicle into the EU temporarily for your own purposes, you would normally utilize the temporary admission procedures for private vehicles rather than an ATA Carnet.
Where you have vehicles being temporarily imported for a commercial purpose, such as vehicles which will be exhibited, demonstrated, race vehicles, etc., the ATA Carnet may be used where the requirements are met.

Can I take a racing car to Europe using an ATA Carnet?
Yes, as long as the racing car is being transported to an event (such as motorsport event, rallies, track day, testing or exhibition), a racing car can be transported by means of an ATA Carnet from one country to another without any import duties or taxes, provided the racing car leaves that country before the time specified in the ATA Carnet.
